Church of Uganda issues position statement opposing Bahati Anti Homosexuality 2009 Bill
The Church of Uganda associates itself with the concerns expressed in the Anti Homosexuality Bill 2009. However, instead of a completely new Bill, the Church recommends a Bill that amends the Penal Code Act (Cap.120) addressing loopholes, in particular:
¨The stance of the Ugandan Church distances itself from support for the present Bill and would effectively kick the whole process into the long grass. They propose amending existing provisions by means of a new Bill which might be called “The Penal Code Unnatural Offences Amendment Bill” and recommend that a comprehensive legislative and literature review of all the laws and literature related to the subject at hand be undertaken in order to identify the actual gaps in the existing legislation.
The position statement is cleverly worded. It doesn’t explicitly state opposition to the Bill but effectively does so by recommending the introduction of a completely new Bill. If the Bahati Bill is passed, the Church of Uganda will be on record as not having supported it. If the Bill fails to pass, will there be any traction behind the proposal to amend existing legislation? I doubt it.
The Church of Uganda proposals for the new Bill addresses three loopholes: protecting the vulnerability of the boy child; proportionality in sentencing; and ensuring that sexual orientation is excluded as a protected human right.

¨When Liz Nabaale gave birth to a bouncing baby boy, happiness filled the home she shared with Henry Sserubiri in Nakinyuguzi village in Makindye, on the outskirts of Kampala city. The boy, whom the couple named Isaac Kyanakyayesu, was their fourth child.
But Kyanakyayesu did not live to celebrate his first birthday. Six months after his birth, he was killed by his father.¨

Gulu, 28 April 2009 — More cases of child trafficking and abuse are being reported in the northern Ugandan districts of Gulu, Kitgum and Pader, according to officials. The region is mainly inhabited by an internally displaced population recovering from over a decade of war.
"People are taking advantage of impoverished IDP [internally displaced persons] parents. The parents are promised money and a good life for their children, but the children end up miserable... and abused," Johnson Kilama, the regional police liaison officer, told IRIN.

The results of a World Vision HIV and AIDS survey have revealed rampant child sexual abuse in Uganda and have been presented to the country’s government.
World Vision shared information with the Uganda government’s departments of Probation and Social Welfare, Education, Gender and Community Development, Police for child protection, Health Services and with other NGOs such as One World Uganda.
Although findings revealed that World Vision’s ‘Channels of Hope’ and Community Care Coalitions models proved to be effective in transforming people’s attitudes towards those affected by HIV and AIDS, sexual abuse is the biggest problem facing children in Kiboga district, in the central province of Uganda, where the survey was conducted.
According to the survey, sexual coercion was found to be a prominent factor in children’s initiation of sexual intercourse. The findings revealed that although girls were significantly more likely to report their first sexual encounter as ‘coerced’, significant proportions of boys experienced sexual abuse as well.

One of the issues from the NEW Anglican Church propaganda release is they intend to ¨Love¨ LGBT Anglicans in Uganda...therefore I would like to know what Bishop Orombi has excommunicated heterosexual retired Bishop Christopher for offering spiritual guidance to LGBT Anglcians/others?

I have not seen or read any AMENDS from Bishop Orombi and as far as I know he has NOT apologized to Integrity Uganda for ¨scattering¨ the organization and using anti LGBT people as a excuse to INVADE parishes of TEC!
Did I miss something actually HONORABLE from Henry Luke Orombi besides shifty, fast foot work and creeping around in the bacground creating ILL WILL throughout the Anglican Communion?
